I am not sure about the laws. However I do know alot of people who suffer from sinus problems with cpap. Warm water humidifiers have helps some. Some cpap machines have an option for them. There is also a full face mask which fits over the mouth which can help. I believe they have a saftey valve just in case power goes off so you can still breath.
